Israel is quickly adding and improving its rail infrastructure. Around Tel Aviv lines are in the median of the multilane highways. I have not ridden on the trains, but the the route around Haifa runs along the Mediterranean. Just don't expect to board a train Friday evening or Saturday, as they do not run.
